As science & technology is further integrated with finance, the National Fund for Technology Transfer and Commercialization has led a substantial increase in the investment scale of local governments, financial institutions and private capital.

 

On the afternoon of February 26th, State Council Information Office held a press conference on the progress and achievements of science and technology work. The Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), Chairman of the China Association for Science and Technology, and Minister of Ministry of Science and Technology (MOST), Wan Gang introduced the progress and achievements of China's science and technology work in recent years.

 

 

Wan Gang stated that since the Party's 18th National Congress, the Party Central Committee with Comrade Xi Jinping as the core has placed scientific and technological innovation at the heart of the overall development of the Party and the country, forming a series of deployment from ideas to strategies and to actions, to vigorously implement the strategy of innovation-driven development and start a new journey of building China a world science & technology power. Over the past five years of diligence and courage, scientific and technological innovation has brought great historic, integrated and game-changing changes. China has achieved fruitful results in building an innovative country and become a scientific innovative power of global significance.

 

Those achievements find expression mainly in the following five aspects:

 

The development of China's innovative ability in science and technology picked up momentum, ascending into the first square in the world. China has entered into a historic phase where it has the ability to take the lead in race, run neck and neck or follow other players and the chance of the former two scenarios is increasing day by day.

 

Some of the major innovations represented by Jiaolong (submersible), Tianyan (the Five-hundred-meter Aperture Spherical Radio Telescope), Wukong (the Dark Matter Particle Explorer), Mozi (the Quantum Experiments as Space Scale), and Insight (the Hard X-ray Modulation Telescope) came out one after another, greatly increasing China's international influence of basic research. In some fields, China began to act as a global leader in innovation. In 2017, the R&D expenditure of the whole society is expected to reach 1.76 trillion yuan, an increase of 70.9% over that of 2012, among which, the proportion of corporate investment has been over 75% for many years. According to current statistics, the number can reach 77%-78%. The total number of international papers and citations rank second in the world, and the number of invention patent applications and authorizations rank among the top in the world. The number of full time equivalent of R&D personnel ranks first in the world, and the contribution rate of scientific and technological progress has increased from 52.2% in 2012 to today's 57.5%. The ranking of national innovation capability rose from the 20th in 2012 to the 17th in the world.

 

Scientific and technological innovation has effectively supported the supply-side structural reform and improved people's livelihood, achieving a historic leap of fully integrating and actively leading economic and social development.

 

Major projects, such as key fields including mobile communication, integrated circuit, numerical control machine tool, large aircraft and nuclear power, have taken the lead in achieving leap development. Fuxing Hao has realized successful commercial operation and the national high-speed railway mileage has accounted for more than 60% of the total global number. The installed capacity and power generation of renewable energy rank first in the world, and the production, sales and retention of electric vehicles and new energy vehicles account for over 50% of the world's total. Artificial intelligence, big data and cloud computing have led the rapid development of the digital economy, platform economy and sharing economy, greatly driving economic transformation and upgrading as well as the growth of new driving forces. 19 National Independent Innovation Demonstration Zones and 156 National High-tech Industrial Development Zones have become core carriers and important engines for regional innovation and development. Scientific innovation has played an important role in winning the battle to protect the blue sky and the fight against poverty. Reviving forest and controlling desertification with science and technology have offered remarkable results, taking the lead in the world in converting desert into hospitable land. More than 1.3 million innovative medical device products were demonstrated and applied in primary medical institutions, serving almost 450 million people. China has established a prevention and control technological system to cope with paroxysmal infectious diseases and successfully developed the Ebola vaccine, demonstrating China's strength in the prevention and control of international infectious diseases.

 

The reform of the science and technology system goes deeper, and the science & technology management pattern achieved a historic transformation from R&D management to innovation service.

 

The status of enterprises as the major innovator has been strengthened. The proportion of enterprises in R&D investment, researchers and invention patents out of the entire society has exceeded 70%. Historic breakthroughs have been made in the National Scientific and Technological Plan and capital management reform, and reforms including the academician system, science and technology awards and the civil-and-military integration in terms of science and technology are also progressing. The Party Central Committee and the State Council have introduced distribution policies paying more attention to knowledge-oriented distribution, and inclusive policies supporting innovations through R&D costs deduction. The pace of construction of basic systems including the consultation system for major national scientific and technological decision-making, science & technology report system, innovation investigation system and open-and-shared resource system is stepping up, and the sense of obtaining of scientific and technological personnel has been greatly enhanced.

 

The innovative scientific and technological force is expanded from the scientific research personnel to the whole society, creating a new historic situation of popular entrepreneurship and innovation.

 

The transformation of scientific and technological achievements has obtained prominent progress. By amending the Law of the People's Republic of China on Promoting the Transformation of Scientific and Technological Achievements and releasing Several Regulations on the Implementation of the Law of the People's Republic of China on Promoting the Transformation of Scientific and Technological Achievements, as well as the Construction Plan of National Technology Transfer System, a trilogy was formed to promote the transformation and transfer of scientific and technological achievements. Some questions concerning the scientific and technological personnel have been preliminarily solved. Both of the quality and quantity of the transformation of scientific and technological achievements are increasing. There are more than 1000 technology trading markets and the amount of national technology trade contracts has increased from 1.1 trillion in 2016 to 1.3 trillion. 4298 crowd-innovation spaces, 3255 technology business incubators and more than 400 enterprise accelerators, as well as 19 National Independent Innovation Demonstration Zones and 156 National High-Tech Industrial Development Zones formed an increasingly perfect ecological chain for entrepreneurial incubation. As science & technology is further integrated with finance, the National Fund for Technology Transfer and Commercialization has led a substantial increase in the investment scale of local governments, financial institutions and private capital.

 

Science & technology diplomacy has become an important component of China's overall diplomatic strategy, and open innovation cooperation has taken a historic step to try initiative layout.

 

The Belt and Road Forum for International Cooperation, the G20 Summit and the BRICS Summit in Xiamen have left a vivid mark of scientific and technological innovation cooperation. The Belt and Road Science and Technology Innovation Initiative proposed by the General Secretary at the Belt and Road Forum is making solid progress. Currently, we have established science & technology partnership with 158 countries and participated in more than 200 international organizations and multilateral mechanisms, as well as taken part in a number of major international scientific plans and projects. China has become an increasingly important part of the diversified global innovation map. The scientific and technological innovation cooperation between Chinese Mainland and Hong Kong and Macao concerning all has also made new progress and completed the pilot project of the first batch of cross- border scientific research funding.

In order to better implement the strategy of national science and technology innovation-driven development, the Ministry of Science and Technology and SDIC took the lead in bringing together all sectors of society to launch the first phase of 10 billion yuan National Scientific and Technological Fund and 1 billion yuan Beijing-Tianjin-Hebei Scientific and Technological Achievements Transformation Fund. Both of the funds are funded by the National Fund for Technology Transfer and Commercialization and the former one is the sub-fund that obtained the single largest investment up to now from the National Fund.
